He explained the difference <br />between a City Manager form of government and <br />Administrator form, which is why some cities meet only <br />once a month. He pointed out, though, that those meetings <br />often last until 2 AM. He stated that approximately <br />751 of the business on the Mounds View agenda would be <br />eliminated if the City had a Manager form of government. <br />Councilmember Blanchard stated she could reember sitting <br />in the audience at Council meetings until 1 or 2 in the <br />morning, which she does not what to see again. She <br />pointed out the meetings are scheduled and the public is <br />aware of them. She also added that if the Council cannot <br />be heard at the agenda sessions, the citizens should speak <br />up and ask the Council to speak up. She also stated she <br />feels it is good to do the consent agenda and housekeeping <br />items before the regular meeting, and that any item can be <br />pulled for discussion at anv time. <br />Councilmember Blanchard stated she does not feel the <br />citizens want to sit in the Council chambers until 1 or <br />2 in the morning, and the City conducts public hearings <br />and notices are sent out and items are publicized in <br />the newspaper, so the citizens can know what is going <br />on and it is their decision whether they want to attend <br />the meetings. She added she does not feel the agenda <br />sessions are cuttii,g off information to the people. <br />It was agreed that the Council would discuss the issue <br />further at the next agenda session and look at the <br />options ax,ailable. <br />Councilmember Hankner expressed displeasure dr. the tdCt <br />the locks were cnanged at City Hall the previous <br />Friday, and she was rot informed and had a difficult <br />time tracking Gown a key to get into the builring to <br />got her Council packet. She asked the Staff try to <br />make sure everyone is informed of changes such as <br />that, to alleviate problems in the future. <br />Councilmember Blanchard reported the Fire Department <br />is looking for daytime volunteer fire fighters. <br />Councilmember Quick had no report. <br />Mayor Links reported he attanded "Chalkboard Capers"', <br />presented by District 1621 teachers, and had found it <br />to be a very entertaining production. <br />Mayor Links reminded everyone of the City Appreciation <br />Dinner, scheduled for April 19 at the Bel Rae Ballroom. <br />
