RESOLUTION NO. 1999 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION REGARDING MOUNDS VIEW PLANING CASE. <br />NO. 185-R6, BRUCE HOLTON, SELF -SERVE CAR WASII <br />WHEREAS, Bruce ilolton has requested City approval to <br />construct a self -serve car wash in the City of Mounds View <br />at 2135 Program Avenue; and <br />WHEREAS, construction of this facility, as requested, <br />requires approval of the development; and <br />WHEREAS, the Planning Commission, and City Council <br />have reviewed the staff report and reviewed information <br />submitted by the applicant which includes the following: <br />1. Development Plan <br />2. Site Survey <br />3. Evidence of Site Control; and <br />WHEREAS, the Planning Commission and City Council <br />have also reviewed this proposal and it is in conformance <br />with all chapters of the Municipal Code, specifically <br />Chapters 40, 42, 49, and 49A and State Statutes; and <br />WHEREAS, review of this development is not required <br />by the Rice Creek Watershed District (RCWD); and <br />WHEREAS, the storm water control has been approved by <br />the City Engineer; and <br />WHEREAS, the applicant's proposal satisfies vehicle <br />stacking requirements of the City Code; and <br />WHEREAS, the Mounds View Planning Commission <br />recommends approval of the development; <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View <br />City Council approves Lhe request by Bruce Holton; <br />BE IT FURTHER RESOLVED that a development agreement <br />be entered into between the City and the developer which <br />includes the following: <br />1. Exhibits: <br />a) Site, Grading and Utility Plan <br />b) Development Plan <br />c) Site Survey <br />d) Legal Description <br />e) Ordinances No. 49A 7-Year Performance <br />bond of $1,000 <br />
