PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. I FEBRUARY 27, 2025, 1 MOUNDS VIEW CITY HALL <br />MEETING MINUTES .MOUNDS V <br />1. CALL TO ORDER at 6:30 PM <br />2. ROLL CALL: Commissioners: Arel, Bankston, Bosneag II, Lundberg, Palm, Mft, Wake Wiesner <br />City Council: Lindstrom, Gunn, Meehlhause, Clark, Smith <br />Staff: Zikmund, Peterson I Szurek I Thomas <br />*to be absent <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Bankston. Passed 6-0 <br />4. APPROVAL OF MINUTES: January 23, 2025 -Motion to approve by Wake Wiesner, 2nd by Lundberg, <br />Passed 6-0 <br />5. SPECIAL .BUSINESS <br />A. Joint Meeting with City Council — Review the Draft 2040 Park System Master Plan: See Plan by WSB. <br />Lindstrom arrived 6:32 PM. Draft will be reviewed by neighboring communities before being passed on to Met <br />Council as required by law. Presentation at Open House Meeting on Feb. 6, 2025 resulted in people putting <br />stars on their priorities for each park and MVCC options. See attached report. <br />6. PUBLIC INPUT <br />Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. <br />Please limit your comments to three minutes. Resident at 5231 Skiba Drive Thanks for shoveling the sidewalks. <br />Concerned about the noise level at Hodges Park with the zip line. Too loud for neighbors to enjoy their backyards, <br />and kids screaming and playing on the zip line at 2:00 AM. It is possible to move the zip line to a different park <br />tha` is farther away from residents (i.e.Silve-iiiew). Request Staff to bring the number of police call to the park for <br />zip line noise outside of park hours to March meeting. <br />7. STAFF REPORTS <br />A. Parks and Recreation - Andy: See attached report. Full numbers for ice rinks will be available at March <br />meeting. Rec-on-the-Go partnership with Arden Hills coming this summer to area parks each week with <br />activities. <br />B. Public Works —Pete: See attached report. Tree sale coming online March 1st. Signage will be provided to <br />explain the upcoming buckthorn and deadfall removal at Silverview Park starting March 10. <br />8. UNFINISHED BUSINESS <br />A. Fence quote for lacrosse field — Pete: Quote for Silverview Park fencing. 6' tall=$5600, 8' tall= $6100, 10' tall <br />=$7400 All options are 9 gauge galvanized chainlink $1500 2' x 134' long. Goals are 6' high, so we would <br />need the fencing higher than that. Motion by Palm, 2nd by Bankston to recommend to Council to move <br />forward with the 10' fencing and concrete base not to exceed $1 OK. Motion passed 6-0 <br />9. NEW BUSINESS - NONE <br />10. COMMISSIONER REPORTS: KnightKrawler Robotics Team 2052 starts their season tomorrow in Duluth. IHS <br />girls' basketball beat MV in first round. <br />11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: <br />A. Coach of the Year March <br />B. Moving zip line from Hodges to Silverview <br />
