Anderson, Direct <br />DATE: February 27, 1980 <br />DEPARTMENT OF PARKS, <br />RE: Maintenance Standards <br />As you're aware the park maintenance division is currently "split" between the <br />public works department and the parks and recreation department. Mr. Larry Decheine, <br />Superintendant of Public Works is responsible for the daily supervision of the <br />two park maintenance men and all related supervisory responsibilities such as <br />work assignment, priorities, vacation and sick leave, disciplinary actions, etc. <br />The Parks, Recreation and Forestry Department is in turn responsible for the <br />budgetary and billing process as well as long range plannine <br />Dab_ a:,1 for the split is that it has been felt that because Park Main- <br />tenance has been so dependant upon the public works pool of manpower and equip- <br />ment that it was of greater benefit to have one major overseer of the entire <br />division. <br />The park maintenance division has experienced tremendous retrenchment during the <br />past four years (48.3% reduction since 1980 - see staff mere dated 12/17/79) and <br />staff is currently exploring different management solution; to resolve the exist- <br />ing problems. The intent of the memo is not to discuss the pros and cons of our <br />current park maintenance situation but rather to receive some direction from the <br />Commission regarding park maintenance standards. <br />Staff has been meeting with the park directors of Shoreview, New Brighton and <br />Arden Hills as well as School District #621 staff during the past three months <br />to establish maintenance standards for both the City and School District proper- <br />ties. A copy of our final draft has been enclosed for your review on Thursday. <br />Staff will be reviewing the standards in depth to explain what our current prac- <br />tice has been as well as some projected costs to meet the prescribed standards. <br />In addition to reviewing the standards as presented, staff will be seeking policy <br />direction from the Commission regarding the extent and scope that the City should <br />be involved with the maintenance of school district property. This is the major <br />issue that the school district and municipality are currently trying to iron out. <br />
