HOUNDS VIEW PLANNING COMMISSION Regular Meeting <br />----------------------------------------------------------------March_12;_ig80 <br />.omission, the Developer and City Council. Anderson 6. PRELIMINARY CONCEP <br />concluded his report by stating that the June I, 1980 REVIEWAL P.U.G. <br />deadline was required to consumate the land deal so (cost.) <br />that construction could commence. <br />Applicant was asked to comment. Dale Cremers, for the <br />Applicant, had no comment at this time. <br />Haake questioned how the actual land swap, purchase and <br />dedication was to occur. Director Anderson explained <br />the approximate acreages and the time frame it was hoped <br />to be completed in. <br />Fedor requested how the ownership of the pond was to <br />occur and the value of the dedication. Director <br />Anderson stated the ownership would be by the City and <br />that it was hoped to be part of the preliminary concept <br />agreement. The value of the dedication depends on the <br />appraisal used and the land itself. Anderson referred <br />to the appraisals the City had received. <br />Burmeister had no questions or statements at this time. <br />Skiba had no questions or statements at this time. <br />Glazer had no questions or statements at this time. <br />McCarthy had no questions or statements at this time. <br />Mountin asked Director Anderson where the City was with <br />regard to the Comprehensive Plan Park process. Anderson <br />replied that Staff and Council would be reviewing the <br />survey in the near future. Public hearings have been <br />scheduled. He further noted that this survey did not <br />cover Silver View Park. That �-,tudy will be done by <br />L.A.W.C.O.N. funds and a separate issue. <br />Dale Cremers and Dick Cush, o' Kraus -Anderson, were at <br />the meeting on behalf of the is i owners. Cremers stated <br />that he felt it would be easier and more profitable for <br />Kraus -Anderson to develop the iand under the existing <br />zonings. Kraus -Anderson has chosen not to, due to <br />Mounds View Staff's insistence that Kraus -Anderson use <br />the Comprehensive Plan designation of Mixed P.U.D. He <br />stated that Kraus -Anderson is not a residential developer <br />but, due to the City's interest in that usage and the <br />potential marketability of the residential use, Kraus - <br />Anderson has decided to develop a major portion of their <br />holdings as residential. Kraus -Anderson also supports <br />the park relocation and acres noted in the Staff reports. <br />He asked the Commission to give him direction fran which <br />to further his plan before he spends additional monies. <br />In turn, he would try to accommodate these concerns as <br />best he could. He would also like to assist In the <br />Staff deadline timing with regard to the park land swap, <br />
