C <br />ME i O:4Staf <br />r' a��� Recreation . or;� issi..,,,., , <br />FROM: DATE: 9� <br />RE: Joint Powe s greement/Edgewood Jr. High School <br />Enclosed is a copy of a draft joint powers agreement from the School District <br />which will supercede the agreement that was drafted on June 12, 1978. The <br />agreement has been drafted to delineate and clearly define the responsibilities <br />for the maintenance of the Edgewood Jr. High School facility. <br />As can be noted in Copy E, the City will be responsible for the following: <br />1. Scarifying, dragging and replacing the ag-lime at the four softball/ <br />baseball fields. (School District would expend any capitol money <br />i.e. cost of ag-lime.) <br />2. Responsible for the maintenance of ice skating surface. <br />3. We would assume the responsibility of spot checking the tennis court <br />nets and standards. <br />4. We would install and or locate corner anchors for the football/soccer <br />fields and goal posts. <br />5. We would purchase and install ground sleeves as base anchors at each <br />of the four fields. (Approximate one time cost would be $120.00) <br />6. We would broom the trails once per year as part of our street sweeping <br />contract. <br />7. We would be responsible for trimming on an as needs basis for the top <br />athletic area only. <br />8. Trash pick up and removal for the four ballfields would be our respon- <br />sibility. <br />9. Joint cooperation would be the key factor to ensure proper coordination <br />and control regarding the scheduling of the site. <br />As the City has been performing each of these maintenance responsibilities for <br />the past two years staff would recommend that the City enter into the joint <br />powers agreement as presented by the School District. As this is a formal <br />policy ratification by the City Council and School Board will be required prior <br />to final authorization. As similar joint powers agreements are being developed <br />in our surrounding municipalities, staff would recommend that the policy be adopt- <br />ed pending the adoptions of similar joint powers agreements in New Brighton, <br />Shoreview and Arden Hills. <br />In addition to the enclosed maintenance agreement. staff has met on numerous <br />occasions with the school district to discuss the capitol outlay projects <br />scheduled for completion in 1980 and I981. The three major projects yet to be <br />completed are the installation of four lit tennis courts, multi -purpose building <br />and installation of a four lane running track. This issue has not been resolved <br />as there is a question as to whether the City should continue to expend capitol <br />funds when our surrounding neighbors have not comnnitted funds for capitol ex- <br />penditures. The City's position at this time has been to take a 'wait and see" <br />
