PROCECDINGS OP TNE <br />PARKS AND RECREATION COMMISSION <br />CITY OF MOUNOS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />Regular Sesaion <br />March 27, 1980 <br />Mounds View City Hall <br />Councll Chambers. <br />6:30 p.m. <br />The Mounds View Parks and Recrea[ion Commisaion was called <br />to order at 6:30 p.m. by Chairman Wayne Burmeister. <br />i <br />Roll Call Conunissioners present - Chairman Burmeister, Co issionere <br />Linke, Bowman, Kuluvar, Weflen, Scot[, Dennehy and Silvls. _. <br />Councilmember present - Councilmember 2iebarth <br />S[aff present - Director Anderson and Progrem Supervisor <br />Kvalheim. <br />Visitors present - Dr. Christiansen, Director of Community <br />Educa[ion District If621; John Os[luad, Coordina[or of Com- <br />munity Education District lIb21; Mr. Leonard, Principal of <br />Edgewood Jr. High School; Mr. Snowden, Aasistant Principal and <br />Mr. Long, Mounds View resident. <br />Minutes Co mniesioner Weflen made a motion to approve the minutes and <br />Coimnissioner Silvis seconded [he motlon. Mo[ion paseed. <br />9 ayea <br />0 nayes <br />Viaitor's <br />Presen[ation <br />Silver View <br />Perk Upda[e <br />Director Anderson reviewed the 7oin[ Powers Agreement wi[h the <br />Mounds View Scfiool Distrlct I1621 and the Ci[y of Mounda View as <br />the issue stands [o date. <br />Dr. Christiansen also addressed the Joint Powers Agreement and <br />highlighted the issue of cooperation between Ci[y and School <br />Dis[rict. lohn Os[lund also expresaed great satiafaction with <br />the Jo1nt Powera Agreement. <br />Commissioner Silvie mede a motion to accept the conditiona of the <br />maintenance isaue of the Joint Powers Agreement and ved that <br />the Maintenance.Reaolution be submitted to the CiCy Council foz <br />acceptance. Comoisaioner Scott seconded the motion. Motlon pa9sed. <br />9 ayea <br />0 nayes <br />Director Anderson reported that the preliminary approval of Che <br />concept plarta of Silver View has been glven by the Planning <br />Commission and City Council. <br />Commiaeioner Linke made a motion that, becauae we, ae a Patk <br />Co iseion, have a deep desire to provide the citizens of <br />Mounda View with both varied and the beat recreational fac111t1es <br />posaible, we are now formally adopcing the poeition that "Oak Lake'' <br />be made a recreat3onal lake in view of the non-recreational pond- <br />or swamp as auggested by the developer.
