4 - <br />RESIDENTIAL GOALS AND POLICIES (cont.) <br />Policy: Residential amenities now required through zoning <br />and subdivision regulations shall be maintained. <br />Policy: Neighborhood preservation efforts shail be coordi- <br />nated with and channelled through individual defined <br />neiqhborhoods. <br />Policy: Enact and uniformly enforce a Housing Maintenance <br />Code in order to protect the health and safety of occupants <br />and ensure the on-going stability of residential neighbor- <br />hoods. <br />Policy: Protect residential neighborhoods from penetration <br />by through traffic. <br />Policy: Maintain a high quality residential environment <br />through rehabilitation or where necessary, redevelopment of <br />substandard units. Undertake such actions through private <br />means or, if necessary, public action. <br />Policg: Protect zesidential developments from adverse, man- <br />made, environmental impacts, includinq noise, air, and <br />visual pollution. New residential development shall be <br />prohibited when noises and/or air pollution exceed accepted <br />standards and the negative impacts are not correctable by <br />constructions, site planning, and other techniques. <br />Policv: Protect low densit residential neiqhborhoods from <br />encroachment or intrusion of inaompatible higher use typas <br />and be adequate buffering and separatian from other resi- <br />dential as well as non-reaidential use categories. <br />Policy: Prohibit commercial development within designated <br />residential areas (neiqhborhood commercial uses ahould ba <br />viewed as unnecessary when communtiy proximity of the neigh- <br />borhooda to commeroial areas is adequate.) <br />Goal 3: Provide sufficient housing and sufficient liousing sizea, <br />types and atyles to meet the needs of all segmants of Yhe populatioa, <br />notedly qroups with specialized housing needa, such as the low aad <br />moderate incomed and the elderly. <br />Po1iCy: The development and preservation of owner-type <br />houaing Eor low and moderate income houeeholde shell be <br />encouraqed.
