MEMO TO: Mr. Jeff Nelson, City Admini: <br />FROM: Bzuce K. Anderson, Director, <br />DATE: <br />KE: <br />February 6, 1980 <br />Siiver 'view Park Consultant Services <br />Forestry <br />Attached is a contract proposal from Short-Elliott-Hendrickson, Inc. <br />for a engineer feasibility report relating to Silver View Park ponddevelopment. As can be noted, I have asked Mr. Boxrud to address <br />five salient issues regarding the pond construction which I feei have <br />direct bearing on the feasibility of the Kraus/Anderson proposal. <br />The specific issues that will be addressed are: <br />1. Evaluate the proposal as it relates and/or conforms to <br />Resolution #983. <br />2. Assess the feasibility of actual pond construction <br />specifically relating to the bike trail, sledding hill, <br />and acutal pond construction. <br />3. Review the entire project from the City's perspective and <br />offer possible alternatives. <br />4. Approximate the potential maintenance costs to the City <br />once completed. <br />5. Address the issue of using the pond as a future swimming <br />beach and address what types of filtration systems would <br />be necessary. <br />As can be noted S.E.H. is proposing that the study will cost approxi- <br />mately $1,000 to $2,000 and will be completed for Council review priortoFebruary25, 1980. <br />Whereas, the City is potentially considering investing over $500,000 in <br />city, state, and federal money in the development of Silver View Park <br />and; Kraus/Anderson will be developinq the surrounding area with a <br />multi-million dollar project. Staff would recommend that the CityCouncilfundtheengineeringfeasibilityofthepondatacostnot to <br />exceed $2,000. <br />In addition to the enormous sums of money involved in the project, the <br />following issues do directly impact the need for a study: <br />1. Storm water drainage issues, specifically relating toResolutionN983. <br />2. Future development considerations of the City that will <br />be affected by the pond. <br />3. Future park development plans, especially those relatinq <br />to state and federal funding.
