Anderson, Director, Mounds View Parks and <br />Recreation Department <br />RE: Lakeside Park Update <br />The following is a brief recap of our n eeting on March 28, 1980 involving <br />representatives from Lakeside Park Cortmissian, Mounds View City Councit and <br />Staff, Spring Lake Park City Council and Ramsey County staff representatives. <br />The major questions raised at the meeting centered around the justificatian or <br />background as to how and why Ramsey County should De the responstble agent for <br />the operation, development and maintenance costs for Lakeside Park located on <br />Spring Lake which in turn is half located in Ramsey Lounty and half in Anoka <br />Couaty. <br />The individuals representing Lakeside Parks position; Don Frank, Counciimember, <br />SprSng Lake Park and Lakeside Park Commissioner <br />Judith Rowley, Councilmember. Mounds Viaw and past Lakeside Park Commissioner. <br />Donna Bowman, Lakeside Park Chairperson <br />Bruce Anderson, Uirector, Mounds Yiew Parks and Recreation Uepartment <br />stated that there were Four major ,iustifications as to why Ramsey County should <br />be the responsible agent, The four justifications were as follows: <br />matinxain eleven beach operations during the summer months with the <br />closest fac111ty to Mounds Wew being Lake Jobanna located in Arden H111s <br />approximately fivemiles away. It is tbe contentSon of the lakeside Dark Commission <br />that the County bas an obligatton to provlde rees•eatfonal serviees wlthln the City <br />of Mounds Wew as we are the onlv community that does not have a beach progrem <br />tn Ramsey County. In additton it appears that the County has also supported tM5 <br />position through past precedent in the City of White Bear Lake where the Eounty <br />bas assumed control of Memoriel Reaeh anA secandly the CoUnty is presehEly
