PROPOSAL SUMMARY <br />Rieke Carroll Muller Associates, Inc. is an architectural -engineering firm <br />with extensive experience and capabilities in providing clients with total <br />in-house engineering, planning and design services. Engineering disciplines <br />represented by the firm include civil, environmental and soils testing <br />engineering; land surveying and construction management services. Design <br />services include architecture and landscape architecture including parks <br />and recreation resource/facility planning and design. The firm and it's <br />staff have been involved in the planning, design, and development of several <br />community parks projects both in Iowa and Minnesota. These projects have <br />required a high degree of public visibility/citizen participation and a <br />consultant who possesses an expertise in working with citizen groups, <br />park and recreation commissions, city staffs and city councils. <br />RCM has provided a Scope of Services which is responsive to the project <br />needs stated in the Request for Proposal. The Approach selected by RCM <br />has utilized a team of diversified professionals coordinated under the <br />direction of a Project Manager to achieve work program goals. <br />The Work Program has been designed to take existing information into <br />account to the maximum possible extent and to maximize input and review <br />by the City staff, the Parks and Recreation Commission, City Council and <br />citizen participation. <br />It is our understanding that following award of the contract, the firm <br />selected shall be required to have the Master Plan completed by Mid - <br />March, 1981 with bids recieved by early June, 1981, and with construction <br />commencing in the summer of 1981. Rieke Carroll Muller Associates, Inc. can <br />work within this time frame. <br />Staff members who would be assigned to this project include, among others, <br />Jack Leaman whose masters thesis relates to his 25 years of experience in <br />the public participation process for the planning and development of public <br />1 <br />
