MEMO TO: Mr. Don Pauley, City Administrator <br />Mounds View City Counci '®rD <br />FROM: Bruce K. Anderson, Directo <br />Parks, Recreation and Forpartment <br />DATE: January 12, 1981 <br />RE: Warming House Condition <br />Staff met with City Building Inspector Robert Mikulak, Fire Chief Fagerstrom, and <br />Assistant Fire Chief Tom Skeate on Thursday, January 8, 1981 as per the direction <br />of the City Council to inspect the existing warming house shelter buildings from <br />a health, safety and welfare perspective. In addition, staff has requested that <br />Electrical Inspector Robert Edmond review the electrical systems on Monday morning, <br />January 12, 1981. <br />It was the consensus of the four staff members that each of the buildings were in <br />deplorable condition yet were serving an important service to the community. We <br />discussed each building from two perspectives, the first being short range repairs <br />and long range refurbishing. A complete breakdown of the immediate and long range <br />repairs follows with rough cost estimates. <br />The three immediate items of concern for each shelter building are: <br />1. Fire extinguishers <br />2. Second exit door or emergency door opposite from entrance door <br />3. Replacement of existing heaters including piping, ventilation <br />and flue. <br />Staff has already purchased and installed fire extinguishers at a cost of $140.00. <br />They are 5-2A IOB.C. Multi -rated units at $28.00/extinguisher. The projected cost <br />for exit or emergency doors would be $750.00 based on $150.00/shelter for a plywood <br />door. Cronstroms heating and air conditioning staff have reviewed the heating needs <br />and recommend a suspended or hanging heater at an approximate cost of $1,500.00/unit <br />installed or $7,500.00. Total estimate for immediate repairs is $8,390.00. <br />The Fire Chief felt that we could delay the purchase and installation of new heating <br />units until 1982 assuming the existing exposed tubing and venting were repaired <br />immediately. It was his further recommendation that the fire extinguishers and <br />exit doors be installed immediately. <br />Staff would concur with this recommendation that the emergency or exit doors be <br />installed at a cost of $750.00 to be completed by a private contractor. Staff would <br />further recommend that the replacement of heating units at a cost of $7,500.00 be <br />postponed until the Council makes a final determination as to the future of the <br />buildings. <br />Staffs formal recommendation for the Councils review is to allocate $750.00 from the <br />City Contingency account for installation of five fire extinguishers and construction <br />of fire exit doors as a reasonable short range solution. <br />A complete listing of the proposed repairs and rough cost estimates is as follows. <br />(A detailed listing of electrical repairs will be forthcoming.) <br />The first listing of items is of immediate concern listed by neighborhood parks. <br />
