MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: MAY 1, 1986 <br />SUBJECT: RAMSEY COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROGRAM <br />As I had indicated to you previou31v, Ramsey County has <br />established the guidelines for distributing the Community <br />Development Block Grant funds they will be receiving as a <br />result of their certification by HUD as an urban county. <br />Grant applications must be submitted to the County no later <br />than May 31, 1986 from the suburban municipalities of the <br />County for projects meeting one or more of the three <br />criteria established by HUD for this program. These <br />criteria are as follows: <br />Activities which benefit low and moderate income <br />households, i.e., 511 or more of the families <br />henef.itinq from any proposed project must he within <br />the federally established low or moderate income <br />levels. <br />2. Activities which aid in the prevention or elimina- <br />tion of slum or blight. <br />3. Activities designed to meet community development <br />needs havinq a particular urgency. <br />After reviewing these guidelines and considering all <br />possible projects that might be funded by this program, it <br />became very clear that there would bo very few, if any, <br />projects the City could propose that would have even the <br />remotest chance of being funded under this program. At the <br />same time that Staff was considering projects that would be <br />conducted by the City, Staff was approached by a representa- <br />tive of the Energy Resource Center requesting consideration <br />by the City of Mounds View of a program to provide low <br />interest installment loans and deferred loans for energy <br />conservation improvements in one to four unit owner occupied <br />properties. The Energy Resource Center is requesting that <br />the Cities of White Rear Lake, Little Canada and Mounds View <br />apply for funds through the Community Development Block <br />Grant Program per their proposal to these three cities in <br />order that they might operate this program outside of the <br />City of St. Paul where their operations are currently <br />located. <br />Enclosed are copies of documents provided by the Energy <br />Resource Center providing a history of their orqdpiization <br />and outlining the project that they propose be funded by <br />
