Tom <br />has ten veers eitperience in the energy field including three <br />years as Executive Director 04 a private corporation that <br />administered a federal/state woothcrization program for suburhan <br />Hermelu n County and 4 years as director of the Energy Resource <br />Center. Tom's partirular interest anti e,%pen once is in the <br />development of personnel and small intermediary institutions. <br />The director of the ERC is appointed by and accountable to the <br />Board of Directors composed of the Mayor of Saint Paul, a St. <br />Paul City Councilman, and several NSP executives. The role of a <br />public -private partnership is relatively uncharted territory and <br />Tito lies been iostn.imerifal in developing a policy of cooperation <br />in the partnership. Service Wd ch provides <br />financing, construction management and auditing services for <br />multi -family properties. Joyce worl-rd closely with an executive <br />on loan from NSP to write progr.m budgets. cash flow projections, <br />proposals and procedures. After a recent evaluation of current <br />services Joyce is currently developing a marketing and funding <br />strategy for future multi -family programs and services. Because <br />ERC's energy management servire is one of a few programs tieing <br />operated nationwide Joyce hew Liven asl:rd to share FF.C's <br />experience at several national energy conferences. Joyce's <br />previnus experience inLludes marketing and sales with an aviation <br />services directory and a Bell Services Program and personnel <br />managrment with a deparfinent store. She <br />has also managed a program in cooperation with several local <br />hai d;s wld Lh provlrtrs principal rrductiun grants.
