1986-87 GOALS AND CBJECTIVES <br />I. MISSION STATEMENT: <br />'rc provide those services needed to protect the health, <br />safety, and welfare of the residents and businesses of <br />Mounds View in an efficient, fiscally responsible, and <br />courteous manner; presenting a positive image of the <br />Citv and assuming leadership roles in metropolitan area <br />activities related to municipal functions and <br />activities. <br />II. OBJECTIVES: <br />A. Develop a cooperative working relationship between <br />the citizens, businesses, Council and staff. <br />R. Provide the basis services necessary to protect the <br />health, safety, and welfare of the residents and <br />businesses of the City. <br />C. Continued and expanded long-term planning, e.g., <br />Comprehensive Plan, Long -Term Financial Plan, and <br />Maintenance and Capita'_ Improvement Programs. <br />D. Encourage development that will expand the City's <br />tax base and aid in maintaininq a low levy. , <br />E. Encourage the development of clean, attractive, <br />industry. <br />F. Encourage the development of innovatively designeA <br />housing. <br />G. Provide for professional community development <br />assistance. <br />H. Establish architectural and development controls <br />that will regulate the type and design of <br />development to ensure compatability with existing <br />development and the City's development plans. <br />Assume a more active role in metropolitan area <br />activities of municipal interest. <br />J. Perform Needs Assessments/Citizen Surveys to obtain <br />feedback on the quality of City services and <br />determine what needs are currently being unmet. <br />K. Improve efforts at "marketing" the City to improve <br />its image and make it a more desireable place to <br />live, work and build. <br />S <br />
