Comments were filed <br />on January 29, 1986, and reply comment■ were filed on <br />March 21, 1986. <br />In their reply comments, the NAE, NCTIA and other <br />parties submitted a compromise proposal for a new set <br />of must -carry rules. The compromise would exclude cable <br />systems with 20 or fewer activated channels from any <br />mandatory carriage requirements. Systems with greater <br />channel capacity would be required to carry a limited <br />number of local television ■tati�ns which are located <br />within 5C miles (as measured from the principal cable <br />headend to the reference point of the station's city <br />of license) and which receive a 2% share and 5% net <br />weekly circulation in noncable homes by county. <br />Duplicated stations, translators, low power and other <br />passive signal repeaters would not have to be carried. <br />If more than the required number of local stations were <br />available, the operator would be permitted to select <br />the stations to be carried, so long as all stations <br />carried were transmitted in their entirety on the system's <br />lowest -priced tier. <br />The FCC has allowed interested parties until <br />April 25, 1986 to comment on this compromise proposal. <br />D. Equal Employment Opportunity <br />As required by Section 634(d) of the Cable Act, <br />the FCC has established a series of federal rules <br />regarding the equal employment opportunity obligations <br />of cable operators. Report and Order In the Mattai <br />of Amendment of Part 76 of the Comm�ion s Ru:ee to <br />or the cable communications Policy Act of 1984, MM Doc) <br />No. 85-61 (released September 25, 1985) (hereinafter <br />"EEO Order"). The rules address the following matters: <br />(a) publicity regarding an operator's EEO program; <br />(b) recruiting of minority and female applicants; <br />(c) evaluation, -f amplc}ment patterns in light <br />of the availability of minorities and women <br />In the area; <br />I In addition, the NAP and other parties have petitioned <br />the Supreme Court for a writ of cart;orari to review <br />the D.C.
