CALL TO ORDER <br />to order at 7:07 p.m. on September 20, <br />1982 by Mayor McCarty. <br />Members resent: McCarty, Blanchard, Doty, 2. ROLL CALL <br />Fore un , Hodges <br />Others present: Clerk;Administrator Pauley, <br />Finance Director Brayer, and Director of <br />Public Works/Community Development Johnson. <br />Clerk/Administrator Pauley presented reports 3. <br />prepared by staff regarding the availability <br />of funds for the purchase of used portable <br />classroom buildings which could be converted <br />by the City into park shelter buildings and <br />other information relating to the purchase <br />price for these buildings, the cost of site <br />preparation for the installation of the <br />buildings, and the heating systems contained <br />in those Buildings. Staff also idvised the <br />Council that it w:s the opinion of City <br />Attorney Richard Meyers that the purchase of <br />these buildings did not come under the require- <br />ments of Minnesota Law reaaruing the letting <br />of bids for purchases exceeding $10,000. <br />:i,u Cuuucil discussed the advisability of <br />the purchase of these buildings, the present <br />problems the City is experiencing with vandalism <br />of municipal buildings, and the impacts this <br />purchase would have upon the status of the City's <br />Special Capital Projects Fund. <br />Motion/Second: Doty/Hodges to authorize the <br />purchase andinstallationof three park shelter <br />buildings not to exceed $24,000,with the funds <br />coming from the Special Capital Projects Fund, <br />and that the Recreation Activities Fund repay <br />the Special Capital Projects Fund from its year <br />end balances the amount expended by the Special <br />Capital Projects Fund for this item. <br />PURCHASE OF USED <br />CLASSROOM BUILDINGS <br />5 ayes 0 nays Motion Carried <br />
