Mounds view City Council May 27, 1986 <br />Regular Meeting Page Three <br />--------------------------------------------------------------------- <br />There was further discussion on problems the City is <br />cpericnciny presently with people dumping on other <br />eople's property, or leaving it in their yards, and <br />how this plan would alleviate that problem as all <br />residents would be required to have the pick-up service <br />and pay for it. <br />It was agreed the issue would be discussed again in the <br />near future, and they would try to get further comments <br />from the residents and other haulers in the City. It <br />was agreed that the public hearing had been well <br />advertised, and letters had been sent to all haulers in <br />the City, but response had been very light. <br />Mayor 1,inke closed the public hearing and reopened the <br />regular meeting at 8:18 PM. <br />Motion/Second: Ilankner/Haake to approve the consent <br />agenda, and waive the reading of the <br />resolutions. <br />5 ayes 0 nays <br />Director Thatcher stated the Planning Commission has <br />ecommended approval of the rezoning of the property <br />jwned by Pettibone and the Herbsts from B-3 to I-1. <br />Motion/Second: Blanchard/Quick to have the second <br />rea ing and adoption of Ordinance No. 408, amending <br />the Municipal Code of Mounds View by amending <br />Chapter 41 entitled, "Specific Rezonings", and waive <br />the reading. <br />Councilmember Blanchard - aye <br />Councilmember Quick - aye <br />Councilmember Haake - aye <br />Councilmember Hankner - aye <br />Mayor Linke - aye <br />Clerk/Administrator Pauley reviewed his memo of May 10 <br />21 to the City Council regarding the application for <br />a qrant from Ramsey County for the community develop- <br />ment block grant program. <br />Motion/Second: Quick/Haake to authorize the sub- <br />m ssion o an application for Ramsey County <br />Community Development Block Grant Program funds on <br />behalf of the Energy Resource Center pursuant to the <br />iroposal they have submitted to the City of Mounds <br />'iew for low interest installment loans and deferred <br />loans for energy conservation improvements to single <br />family, owner occupied properties located in the <br />City of Mounds View. <br />8.
