FOUR <br />JUNE 30, 1986 <br />K <br />address the concerns of the City that any development occurring <br />along Highway 10 not have a negative impact upon residential <br />properties immediately adjacent to that development. Their <br />recommendations include the installation of buffering between, any <br />commercial development along Highway 10 and the residential <br />properties to mitigate any negative impacts that might result <br />from the commercial development. <br />The fourth and f inal finding of the Planning <br />t offer a Commission <br />states <br />that the Wuornns Report, "... <br />ve <br />solutions;". Mr. Wuornns and his associates were charged to <br />perform a study of Planning Districts 6 and 12 and specifically <br />that area fronting upon Highway 10 and recommend appropriate land <br />uses and development controls in those areas. It would appear <br />from the conclusion contained in the mornos Report that it waS <br />their professional opinion that no acceptahle alternative <br />solutions were available. <br />The Planning Commission in their report does reach the following <br />conclusions as a result of the information and recommendations <br />contained in the Study and their discussions. <br />1. "Development controls must be reviewed and strengthened <br />to minimize impacts created by more intense land uses <br />adjacent to residential property." During the past two <br />years it has been generally agreed upon by all parties <br />involved, i.e., City Council, Planning Commission and <br />Staff that a comprehensive review and update of the <br />Comprehensive Plan is in order. In recent months it <br />has, in fact, become clear as noted by the Planning <br />Commission, that all of the City's development controls <br />;Comprehensive Plan, Zoning Code, Subdivision Code, <br />etc.) are in need of an update based upon current <br />conditions. This update will require the expenditure of <br />funds to employ consultants having the expertise not <br />available on the Staff to coordinate this effort. <br />2. "Traffic circulation and access to commercial property <br />must be controlled to facilitate safe and convenient <br />access that does not impact adjacent residential uses." <br />As can be noted in the Wuornns Report, great emphasis <br />has been placed on the buffering of commercial uses from <br />Adjacent property. <br />3. "Current zoning uses listed under our present various <br />commercial zones may he too broad in scope to contrcl." <br />Not only may our various commercial zones he too broad, <br />some of the uses may he considered to be altogether <br />undesireable and these uses should be eliminated from <br />the code as part of the overall review recommended in 11 ` <br />above. <br />
