MEMO To: Director of Public Works/Community Development <br />Clerk -Administrator <br />Mayor and City Council <br />�► FROM: Public Works Foreman/Buildinq Inspector <br />DATE: July 3, 1986 <br />SUB,)F.CT: FIRE INSPECTION PROGRAM <br />The City Council, on June 24, 1985, adopted Resolution No. 394 <br />which amended Chapter 63, Fire Code, by creating a subdivision <br />which created a Fire Inspector. The subdivision was prompted by <br />the Fire Department's direction of providing more frequent and <br />thorough fire inspections for the three cities it serves. The <br />City of Mounds View was faced with either providing additional <br />monies to the File Department Budget and/or providing their own <br />Fire inspector position to carry out a reasonable program of fire <br />inspections. In order to save the City the expenditure for fire <br />inspection services from the Fire Department, we decided to <br />create our own program to hopefully meet their needs. Therefore, <br />in October of 1985 memos were written laying o„t a rare <br />inspection program for the City for the ending year 1985 and <br />1986. The schedule turned out to be too ambitious with regard to <br />existing staff due to a number of other City projects and other <br />items which could all be labeled under tho headina of "shortage <br />of manpower". <br />To date, the liquor establishments of the City have been <br />inspected a minimum of two times, and some of them three or four <br />times with work orders being completed. Also, staff has just <br />about completed establishing new occupant loads for the liquor <br />establishments and those will he posted by the end of the month. <br />Two churches have been inspected and appriximately 250 housing <br />units have also been inspected. <br />This memo is intended to put into perspective our short comings <br />from previous memos of expectations and to make something more <br />workahle for the future. Staff has met with Fire Chief <br />Faqerstrom and he, by his own admission, understands our manpower <br />shortage and thought that our plans were too ambitious to start <br />with. In this meeting, the discussion included the cities of <br />Blaine and Spring Lake Park, of which he also serves. In the <br />case of Spring Lake Park, no inspections ar• being done <br />whatsoever by the Fire Department or the Spring Lake Park City <br />staff as no funds were allocated by the Fire Department or given <br />by the City of Spring Lake Park. The City of Blaine presently <br />has a combination Zoning Code Enforcer and Fire Inspector. Thie <br />person is working joirtly with the Blaine Community Development <br />Department and Fire Department to conduct inspections in both <br />thnse areas. With regard to the City of Mounds View, our <br />discussion evolved around either the need for additional Mounds <br />View staff to conduct Fire Inspections as laid out and/or <br />changing the program or possibly releasing the inspection program <br />hack to the Fire Department. <br />
