RESOLUTION NO. 2067 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION ESTABLISHING A POLICY FOR <br />PARK LAND THAT ABUTS RESIDENTIAL PROPERTY <br />WHEREAS, the City Council of the City of Mounds View is <br />the custodian of all public park lands within the City boundar- <br />ies; and <br />WHEREAS, the City of Mounds View needs to establish pol- <br />icies to define orderly growth that is mutually beneficial for <br />all Mounds View residents; and <br />WHEREAS, the City Council of the City of Mounds View <br />desires to provide parks and open space lands for the benefit of <br />all City residents. <br />NOW, THEREFORE, BE IT Rh:OLVED that the City Council of. <br />the City of Mounds View hereby adopts <br />the <br />following <br />sidental properties; <br />for <br />the use of park land adjacent to private <br />and <br />BE IT FURTHER RESOLVED that the it is the policy of the <br />City of Mounds View that all park land in the City belongs to the <br />resiwillabeprovided to <br />tealaproperty; <br />tion <br />downers adjacent to park pr perty;tand <br />( BE IT FURTHER RESOLVED that it is the intent of the City <br />Council of the City of Mounds View to accommodate resident's con- <br />cerns and or suggestions whenever possible as long as it does not <br />compromise the general public's access to the use of public park <br />property; and <br />BE IT FURTHER RESOLVED that the City Council of the City <br />of Mounds View hereby direct staff to develop a landscaping plan <br />outlining the specific tree and shrubbery pla:ement for each of <br />the City parks which will be reviewed and adopted by the Mounds <br />View Parks and Recreation Commission; and <br />BE IT FURTHER RESOLVED that the landscaping plan will <br />identify future landscaping needs and be prioritized on an annual <br />basis for City budgeting procedures; and <br />BE IT FURTHER RESOLVED that the City Council of the City <br />of Mounds View hereby adopts the following policy statements to <br />serve as guidelines for the establishment of fencing within the <br />City parks: <br />1. Shrubbery, trees and similar foliage should be used <br />in place of man-made materials. <br />2. Fencing in general detracts from the visual aesthe- <br />tics of park property. <br />
