Call to <br />The Mounds View Citv Council was called to order by Order <br />Mayor Linke at 7:00 PM on Monday, August 25, 1986. <br />2. Pledge of <br />The Pledge of P.11egiance was said. Allegiance <br />MEMBERS PRESENT: Councilmemrers Hankner, Blanchard, <br />3. Roll Call <br />Quick d Mayor Linke. <br />ALSO PRESENT: City Attorney Meyers, Clerk/Admini- <br />strator Pauley and Public Works/Community Development <br />Director Thatcher. <br />Motion/Second: Haake/Hankner to approve the August 4. Approval of <br />Minutes: <br />1986 minutes as presented. August 11, 1986 <br />.i 5 ayes 0 nays Motion Carried <br />Attorney Meyers review recent developments relative <br />to the Williams Pipeline case. He explained it was <br />the determination of Judge Murphy that the cases <br />will be heard in Federal court, and thatothCityis <br />er <br />not entitled to a temporary restraining Stop <br />any work on the pipeline, but that another hearing <br />is set for September 17. Attorney Meyers exp.la;-ad <br />that the order from Judge Murphy allows Williams <br />Pipeline Company to do preparatory work only for <br />testing of the line. <br />Attorney Meyers also reported the the Director of the <br />Office of Pipeline Safety has made a determination <br />that after testing the line hydrostatically with water, <br />it cannot be purged with gas or fuel oil, until they <br />have had a chance to review the preliminary reports. <br />Atturney Meyers reviewed sections of the letter <br />received by Mayor Linke from Steve Cropper, presie..ent <br />of the Williams Pipeline Company, stating that they <br />are agreeable, under certain conditions, to install <br />the valves the City has requested, if the City is <br />willing to discontinue all attempts to prevent <br />testing preparation and testing of the pipeline. <br />
