1111 LONG-TERM FINANCIAL PLAN <br />Page Thirteen <br />E. Police/Civil Defense - The objective of the Police Department <br />is to provide basic Police Service, preserve the peace, and <br />protect the public by enforcing State and Local laws. <br />In doing so, the Department's role is to enforce the law in a <br />fair and impartial manner, rc:ognizing both the statutory and <br />judicial limitations of Police authority and the <br />constitutional rights of all persons. <br />Basic services provided by the Police Department include: <br />a. Prevention of Crim? <br />involving the community in programs such as, Operation <br />Identification and Block Watch. Instilling in the <br />community a sense of concern for crime problems and law <br />enforcement needs to help combat the problems. <br />b. Deterrence of Crime <br />Routine -p—at—ro-FlFing of the City streets, parks, and <br />business, areas reduces crime because criminals feel <br />immediate apprehension would be imminent. In the course <br />of routine patrol, officers investigate behavior wLich <br />reasonably appears to be criminally directed. <br />c. Apprehension of Offenders <br />Once a crime has been committed, it is the duty of the <br />Department to initiate the Criminal Justice process by <br />identifying and arresting the perpetrator, to obtain the <br />necessary evidence, and to cooperate with other law <br />enforcement agencies and the courts in the prosecution of <br />the case. <br />d. Recovery and Return of Property <br />The Department makes every reasonable effort to reccver <br />lost or stolen property, to identify the owner(s), <br />and to ensure its prompt return. <br />e. Traffic Control <br />To Facilitate the safe and expeditious movement of <br />vehicular and pedestrian traffic, the Department enforces <br />traffic laws, investigates traffic accidents, and directs <br />traffic. <br />I. Public Service <br />The public relies on the Police Department for assistance <br />and advice in many routine and emergency situations which <br />occur in the community. Although many of these calls are <br />not police related, we respond to these requests and <br />render such aid and/or advice as indicated by the <br />situation. <br />
