Mounds View City Council Regular Meeting <br />August 25, 1986 Page Five <br />Director Thatcher replied that the developer has agreed <br />to many of the items that are now listed in the proposed <br />_,. agreement, but a development agreement was never done <br />for this development. <br />Director Thatcher stated he does not want a detention <br />pond in the area, as was originally planned, and this <br />proposal does meet Code for storm water detention. <br />Councilmember Hankner asked if that would fall into the <br />overall John Johnson plan. Director Thatcher replied it <br />would, but it has not yet been determined how to pay <br />for it. <br />Councilmember liaake stated she was concerned with putting <br />this cost onto the other residents for this development, <br />to handle the storm water. <br />Clerk/Administrator Pauley stated they cannot stop the <br />property owner from developing. <br />Mayor Linke asked if the City was under the gun to push <br />this through. <br />Councilmember Hankner stated that since the Council has <br />not seen the development agreement until now, and <br />�there is much new information to review, she would like <br />�to continue the discussion over to the next agenda session. <br />Motion/Second: Linke/Hankner to place a prohabition of <br />any further building permits to be put forth on this <br />development until the plat is approved and a devalopment- <br />agreement entered into. <br />5 ayes 0 nays <br />It was the concensus of the Council to discuss this <br />further at the next agenda session. <br />Motion/Second: Hankner/Quick to apfirove Resolution <br />No. 2065, adopting the Economic Development Plan, and <br />waive the reading. <br />5 ayes 1 nays <br />Clerk/Administrator Pauley reviewed the proposed <br />policy for park land use adjacent to residential <br />property. <br />Motion Carried <br />10.
