Public hbrks/Community Development - The major goals of the <br />Public Works Department are the maintenance and/or <br />replacement of an aging infrastructure, the preservation of <br />wetlands, and implementation of the Comprehensive Storm Water <br />Management Plan. The major goals of the Community <br />Development division are to insure orderly growth and proper <br />building construction for the safety of our reoidents. A <br />more comprehensive listing of services provided by the <br />Department are contained in a memorandum dated June 5, 1985 <br />attached as Exhibit A. <br />At the present time the following position is proposed to be <br />added to the department. <br />Apartment inspections are taking longer to complete <br />than originally anticipated. Some code violations <br />are not enforced as rigorously as they could be due <br />to staffing limitations. In order to do a better <br />job in these areas, a temporary full-time inspector <br />is proposed to be hired. <br />Should the City's infrastructure expand with the addition of <br />wells, storage tanks an6,'or lift stations, additional <br />personnel will be needed to maintain and service such <br />additions to the City's public facilities. Any additional <br />workloads could be initially managed using temporary <br />full-time or seasonal personnel until.such time that a <br />permanent full-time position can be justified. The <br />accompanying organizational chart illustrates she addition of <br />temporary full-time positions. These positions would help <br />oaks and would be hired only if <br />with the summer season work p <br />workloads justify. (See Exhibit B) <br />The City's 1984 Street Maintenance Plan provides for an <br />initial five year program requiring an annual investment of <br />$131,500. the two major sources of. funding for this program <br />are the City's annual allocation of monies from the Silver <br />Lake Woods Improvement Fund and the State of Minnesota's <br />Municipal State Aid (MSA) Program. Any shortfall in funding <br />would need to be made up by using other City fund sources or <br />assessing a portion of the program's cost to benefitting <br />properties. <br />At the request of. the Clerk -Administrator a review of the <br />City's 1984 Street Maintenance Plan has been conducted. It <br />has been concluded that the funding for this program can be <br />reducad t.o $120,000 per year without reducing the quality of <br />the City's streets. <br />
