MEMO TO: MAYOR AND CITY COUNCI. <br />",_ Q <br />FROM: CLERK-ADMINISTRAT R -' <br />DATE: SEPTEMBER 17, 1986 <br />SUBJECT: JUDICIAL DITCH 81 MAINTENANCE PROJECT <br />As you may recall, since July of this year Staff and Council <br />have been dealing with the repair of Judicial Ditch 91, <br />Branch 5 located in the City of Mounds View from Bona Road - <br />to where Branch 5 intersects with Judicial Ditch 41 in <br />Greenfield Park. In response, to n request from the City of <br />Mounds View, the Rice Creek Watershed District has agreed to <br />contribute $15,000 in support of a project which is <br />estimated by City Engineer Thatcher to cost $60,000. The <br />aunstion before the City Council at thin time is, "What <br />funds are to be used to finance the City's portion of this <br />project?" <br />During the discussions undertaken at the September 15 Agenda <br />Session essentially two sources of funding were identified. <br />First would be to special levy thahe costs under recently <br />approved legislation for public works maintenance and repair <br />or finance the project using interest earned In 1987 as well <br />Y <br />as principle from the Storm Water Management Fund. <br />r After evaluating the two options before the Council at this <br />time, Staff would recommend that the first not be used in <br />that a very brief period of time is available before all <br />levies must be certified to the County and any levy that <br />might be undertaken would simply be on the basis of a one <br />year response to this project. Staff would recommend that <br />the Council, instead, direct the City Engineer to prepare a <br />plan for a ten year program of repair and maintenance to the <br />City's storm drainage system including the identification of <br />fund sources and a cashflow analysis to provide for an even <br />flow of special levies using the previously referenced <br />authority. <br />For the project in question, Staff would recommend that the <br />Council authorize the expenditure of $45,000 from the City's <br />Storm Water Management Fund comprised of $30,000 in interest <br />earned during 1987 and $15,000 in principle. Such action <br />would not have a significant impact upon the current balance <br />within the storm water management fund which is listed as <br />being $278,000 in the 1935 financial statements. Staff in <br />aware of an additional $25,000 in revenues being received <br />since the beginning of this year which would, assuming no <br />expenditures have been made, provide for the fund to have a <br />balance in excess of $300,000. <br />
