Mounds View City Council September 8, 1986. <br />Regular Meeting Page Seven <br />---------- <br />Clerk/Administrator Pauley advised they need to focus <br />on the fact that the problem with Chapters 6 and 12 is <br />a problem across the board, and the City is in the <br />process of ^hange. He stated Staff has had a good deal <br />of discussion, and they would recommend the City Council <br />and Planning Commission program the Comp Plan review and <br />update, establish deadlines, budget funds, and hire a <br />consultant, who would be needed to do strategic planning <br />for the City. He added they must remember the moritorium <br />ends in January, and Staff anticipates many requests for <br />many developments at that time, and they need to get <br />the stragetic planning process going and establish goals <br />that can be agreed on. <br />Chairman Mountin stated she agrees with Clerk/Administra- <br />tor Pauley, and she would like to see a joint meeting <br />with the Council and Planning Commission, and have a <br />facilitator determine the goals of the City. She added <br />they can begin the Chapter 40 review on specific areas <br />and do housekeeping matters. <br />Councilmember Haake pointed out Mounds View has a <br />majority of R-1 development, and they are only dealing <br />with a small aercentage of land in the City for <br />commercial consideration. <br />Clerk/Administrator Pauley recommended recruiting a <br />graduate student to work for the City on this. He <br />stated they generally do very good work and are not <br />that expensive to hire. <br />There was a general discussion about tha moritorium and <br />what could happen once it is lifted and whether anything <br />could be built beforehand. <br />John Bannigan, an attorney representing Kunz Oil, stated <br />they hope to get their project started soon, as winter <br />is coming. He stated they feel their development would . <br />improve the area, and they would like permission to <br />start.. He added that ttlay first came before the Council <br />in December of 1984. <br />There was discussion among the Council of what was <br />required for Kunz Oil to proceed. Attorney Meyers <br />advised they must keep implementation ir. rgind, and many <br />different uses could create problems in implementation. <br />tie also advised they keep the overall area in mind. <br />Mayor Linke suggested discussion the resolution for Kunz <br />Oil at the next agenda session, and place on the agenda <br />for the September 22 meeting. <br />
