Discussion of <br />over from the September 8 meeting, and he was willing <br />1987 Gen <br />to answer a.:y questions anyone might have. <br />Forestry <br />Utility Fun <br />Clerk/Administrator Pauley stated he had met with Fire <br />Budgets <br />Chief Fagerstrom earlier in the day, along with Finance <br />Director Brager and the Clerk/Administrator from Blaine. <br />He stated it was their conclusion that the Fire Depart- <br />ment budget was reasonable and justifiable, but with a <br />38 salary increase rather than the 48 that was asked <br />for. He added it would involve a small transfer of <br />funds, and he asked foi approval4kom the Council of <br />the budget tonight, with an amendment to be made at <br />the October 13 meeting, relative to the transfer for <br />the Fire Department budget, which would involve $5,000 <br />to $7,000. <br />Councilmember Hankner stated she still would like to <br />see trairirg moved to the administrative area, where <br />she feels Staff and the Council would have a better <br />handle on how the funds were being utilized. <br />Motion/Second: Hankner/Quick to adopt the resolutions <br />authorizing levies for the 1987 budget, and transfer <br />the training money to the administrative section. <br />Motion Carried <br />5 ayes 0 nays <br />Councilmember Hankner stated she feels the City is weak <br />in offering additional schooling and training to all <br />eligible employees, and that by moving it to the <br />administrative section, it would give the Clerk/ <br />Administrator more leverage over who attends what. <br />She added that she would like to see "Management by <br />Objective" on a quarterly basis, to track how things <br />are going. <br />Councilmember Hankner added that she feels Staff has <br />done a very good job of keeping the service levels gocd <br />and the budget in line. <br />Motion/Second: Hankner/Haake to adopt Resolution <br />No. 2093, adopting the 1987 City operating budget, and <br />waive the reading: <br />Motion Carried <br />5 ayes 0 nays <br />Motion/Second: Quick/Blanchard to adopt Resolution <br />No. 20 44, certifying the 1987 bonds and interest tax <br />level, and waive the reading. <br />Motion Carried <br />5 ayes 0 nays <br />Motion/Second: Hankner/Blanchard to adopt Resolution <br />No. 2095, certifying the 1987 general fund and forestry <br />fund property tax levy, and waive the reading. <br />Motion Carried <br />5 ayes 0 nays <br />
