The design of this <br />Intersection should Include a double left turn lane on the <br />north approach to accommodate the traffic volumes leaving <br />the proposed development. <br />As noted, tf•e Intersections of T.H. 10 with County Road H <br />and County Road FI-2 are currently operating at or near <br />capacity during the PH Peak Hour. The principal reason for <br />this current operation Is the significant northbound <br />through volume on T.H. 10. The majority of development <br />traffic on T.H. 10 during the PH Peak Hour will be south - <br />bound, opposite the prevailing traffic volumes. As such, <br />development traffic Is not significantly Increasing the most <br />critical movement on the roadway. Upon full development of <br />the proposal, through volumes on T.H. 10 will be reduced as <br />a result of the const:•uctlon of realigned T.H. 10 to T.H. <br />65. As fu-ther construction of realigned T.H. 10 westward <br />occurs, through volumes will continue to be reduced, such <br />that upon completion of the regional roadway system, T.H. 10 <br />Is expected to effectively accommodate development traffic <br />and operate at Improved levels of servlco than currently <br />exist. <br />Program Avenue <br />Program Avenue Is proposed to be extended from County Road <br />H-2 to Clifton St. This connection Is Important In <br />providing access to the development, providing an :^ddltlonal <br />connection to T.H. 10 and 1-35W for a portion of the <br />property, and diverting existing traffic from County RoaJ <br />H-2 In the vicinity of Quincy and Jackson Streets. Based <br />upon PH Peak Hour projections, the Intersection of County <br />Road it and CIIftori St. Is expected to effectively accommo- <br />date traffic. PH Peak Flour signal warrants would not be met <br />upon full development of the proposal based on current <br />projections. S <br />Cotjn>y Road 14-2 <br />As noted, County Road H-2 Is actually a City street which Is <br />both a designated collector roadway and an MSA roadway, 44 <br />Feet In width. Just east of Jackson St., the development Is <br />expected to add approximately 845 daily trips (two way), <br />while east of Quincy St. 270 daily development trips are <br />expected. As noted, the roadway system proposed for the <br />development will result In diversion of existing trips from <br />County Road H-2, effectively reducing existing traffic <br />volumes on this roadway. As can be noted from Figure 4, <br />daily volumes on County Road H-2 are expected to be less <br />than current volumes despite the addition of development <br />traffic. As such, It could be concluded that the devel- <br />opment actually provides benefits to County Road H-2 by <br />reducing overall traffic. <br />
