Mr. Tim Nelson -IA- September 15, 1986 <br />The extension of Program Ave. from County Road H-2 to <br />Clifton St. Is important, not only In providing access <br />to the development, but also In providing alternative <br />routings for existing traffic on County Road H-2 <br />thereby reducing traffic volumes on that roadway. <br />The extension of Program Ave. and provision of new <br />access to T.H. 10 will sufficiently reduce existing <br />traffic volumes on County Road H-2 that, upon full <br />development of this proposal, projected traffic volumes <br />on County Road II-2 will be lower then currently exist. <br />Given the design and functional classification of <br />County Road H-2, the roadway can effectively accommo- <br />date both development traffic and other area traffic. <br />Daily volumes on Quincy St. north of County Road H-2 <br />(1150 vehicles) currently exceed Metropolitan guide- <br />lines for traffic on local roadways. Upon full <br />development of the proposal, approximately 700 addl- <br />t(onal daily trips are expected. Given the current <br />design of Quincy St., the signallzatlon at Its inter- <br />section with County Road 1, and the Fact toot l:I <br />Pinewood School hours do not conflict with ree:< devzl- <br />opment traffic periods, It Is concluded that Quincy St. <br />can safely and effectively accommodate development <br />traffic. However, the Increased traffic volumes will <br />have the effect of changing the function of the roadway <br />from lccal to collector status. <br />Actions by the owners of the development, such as <br />positive and continued dialogue with tenants regarding <br />truck routes, and the erection of guide signs directing <br />traffic to T.H. 10/1-35W through Internal development <br />roadways, can effectively reduce Impacts of truck <br />traffic on County Road H-2 and Quincy St. <br />W <br />
