NIiMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community Development /(V T <br />DATE: October 8, 1986 <br />SUBJECT: ADULT FOSTER CARE FOR THE MENTALLY RETARDED <br />on October 8, 1986, I met with James Loving of the Division of <br />Mental Retardation of the Bureau of Social Services of the State <br />of Minnesota and Cindy Fredrickson of Cambridge State Hospital <br />regarding adult foster cz'e for the mentally retarded. They are <br />proposing to lease 2 single family houses in the City of Mounds <br />View for the purpose of training mentally retarded adults to live <br />in the community. The addresses of the two houses are 2406 <br />Dloodcrest Drive and 2125 Belle Lane. <br />This pilot project is targeted for the cities of Roseville. <br />Shoreview, Mounds View and Arden Hills because there is a low <br />percentage of mentally retarded persons in these communities. <br />Cindy and Jim requested a letter of support from the Mounds View <br />City Council. <br />This is a private program funded by the State of Minnesota for one <br />year. The program will probably be funded for future years. Each <br />house will have a maximum of 4 mentally retarded persons plus 24 <br />hour a day adult supervision. In the morning and in the afternoon <br />when all four persons will most likely be around the house, there <br />will be two adult supervisors on site. During the day, the adult <br />will be trained at the Development Achievement Center (D.A.C). <br />Some adults will hopefully progress so that they can obtain a job <br />and live on there own. Some residents may never obtain the skills <br />necessary to live on there own and will continue to live in the <br />house. <br />The pilot project needs a license from the Ramsey County Board of <br />Commissioners. They have applied for that license. <br />Apparently, the proposed use does not need to abide by local <br />zoning laws. Attached please find an informational Bulletin No. <br />85-114 dated December 24, 1985, a request for proposal consisting <br />of 8 pages, and City Code Chapter 113.
