First Reading <br />411. and 412, which would change the property owner's of Ordinance <br />responsibility for water and sewer services from the property No. 411 <br />line out to the street. <br />Motion/Second: Ilaake/Quick to approve Ordinance No. 411, <br />as corrected, an ordinance amending Chapter 70 of the <br />Mounds View Municipal Code entitled "Municipal Water System", <br />and waive the reading. <br />5 ayes 0 nays <br />Motion Carried <br />Motion/Second: Raake/Quick to approve Ordinance No. 4121 20. First Reading <br />'in ordinance amending Chapter 71 of the Mounds View Munici- of Ordinance <br />pal. Code entitled Municipal Sanitary Sewer System" and No. 412 <br />waive the reading. <br />5 ayes 0 nays <br />Motion Carrie <br />Director <br />Thatcher presented an <br />overhead of the area, and <br />21. Consideration <br />of Staff Memo <br />reviewed <br />the situation of the <br />sanitary sewer easement <br />RegarGroveland <br />under the <br />homeowners home. Re <br />it <br />stated the easement is <br />be under the house, <br />not needed <br />and recommended <br />vacated <br />it be <br />_ <br />Road <br />but kept <br />on the north side of <br />the house, as may <br />weeded in <br />the future. <br />:here was discussion among the Council on whether to <br />vacate all the easement or retain 9' on the north side. <br />Councilmember Hankner asked what type of research Staff <br />does when issuing building permits, to alleviate this <br />type of problem. <br />Director Thatcher replied they do check for easements, <br />but that type of information is kept at the County. He <br />added they will be kept on the City's computer in the <br />future. <br />Mction/Second: Blanchard/Linke to adopt Rasolution <br />No. 2092, vetcating part of the sewer easement at 8106 <br />Groveland Road, and waive the reading. <br />5 ayes 0 nays <br />Park Director Anderson reviewed the reasons for <br />proposing a sprinkling system for the grounds at <br />City Hall, and he reviewed the three bids received. <br />Motion Carried <br />22.
