ADMINISTRATIVE <br />___NEWSLETTER <br />October. 13, 1986 City of Mounds View Number is vol. VI <br />OUTDOOR WARNING SIRENS <br />The City's two older outdoo,• warning sirens have been relo- <br />cated to the new sites p_eviously approved by the City <br />Council. The siren which was originally located on County <br />Road I, on the shore of Spring Lake, has been taken in for a <br />complete refurbishing due to the fact that the zAiren has not <br />had any maintenance performed on it during the twenty-five <br />years it has been located in the City, and it was recently <br />struck by lightning requiring rewiring of nearly the entire <br />unit. These sirens will be thoroughly tested and should be <br />operational no later than November 1, 1986. <br />NTSB BOARD OF INQUIRY <br />At the present time, Staff and the City's Attorneys and Con- <br />sultants are preparing for the National Transportation <br />Safety Board's Board of Inquiry Hearing commencing on <br />October 22, 1986. As this is an opportunity for the City to <br />ask questions of various witnesses which will include repre- <br />sentatives from Williams Pipeline Company, the Department of <br />Transportation Office of Pipeline Safety, the American <br />Petroleum Institute, and the National Transportation Safety <br />Board as well as residents in the area of the pipeline inci- <br />dent, and Fire Chief Fagerstrom, I am soliciting questions <br />from members of the City Council should you have any which <br />would be appropriate for the purposes of the Board of <br />Inquiry's Hearings. I anticipate that greater discussions <br />will occur prier to the Board of Inquiry's hearing, and <br />there may be a possibility that City Attorney Neyers and/or <br />myself will request an Executive Session of the City Council <br />prior to this hearing in order to communicate to the Council <br />our strategies and intentions for this hearing. Attorney <br />Meyers will be returning on October 12, 1986 and it is anti- <br />cipated that detailed discussions will occur during the week <br />of October 13, 1986 which will require communication to you <br />prior to the Board's hearings. • <br />Should you have any questions or require any information <br />regarding the Board of Inquiry, please do not hesitate to <br />contact me. <br />
