MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community Development <br />DATE: October 16, 1986 <br />SUBJECT: PAUL VIDEEN'S REOUEST FOR A FILL PERMIT AT THE <br />NORTHEAST CORNER OF T.N. 10 AND EDGEWOOD DRIVE <br />Attached please find the following: <br />1. Flood plain map <br />2. Wetland map <br />3. Fill plan from Paul Videen dated October 13, 1986 <br />I reviewed the site with Tom Peterson of Ramsey Soil 6 Water <br />Conservation Distxict on Wednesday, October 15, 1986. Mr. <br />Peterson indicated to me that he would send a letter to the <br />City with a map indicating where the wetland area is as soon as <br />possible. Hopefully, his schedule will allow us to receive his <br />letter and map by Monday. I also hope to hear from Attorney - <br />Meyers by Monday about any past City commitments to Mr. Videen <br />regarding his land. I also asked Mr. Videen to submit any <br />wr.itLen commitments the City made to him. If the above mentioned <br />obstacles can be overcome, there are a few other requirements <br />that need to be met prior to a ' .: permit being approved for <br />this site. The requirements are as follows: v <br />1. Thirty thousand (30,000) cubic yards of fill may be too <br />large a quantity for this site. Therefore, the Developer <br />shall submit drawings and calculation from a reputable <br />engineering company indicating the final fill location and <br />quantity. <br />2. Eventually, buildings and parking lots will be installed on <br />top of the fill. Therefore, the Developer shall furnish a <br />report from a reputable engineering company stating that <br />the fill is suitable as base material. for constructing <br />parking lots and buildings. <br />3. The fill site shall be cleared and grubbed, and this <br />material shall be removed from the site. <br />4. Top soil shall be stockpiled on the site and spread over <br />the completed fill. <br />5. Any organic material not suitable for spreading as top soil <br />shall be removed from the site. A representative from the <br />City Engineer's office shall determine what organic <br />materials shall be removed from the site. <br />6. Developer shall furnish plans for installing an inlet to <br />1 the storm sewer manhole and install said storm sewer inlet <br />when approved by the Engineer. <br />
