MEMO TO: Rounds View City Council <br />FROM: Rory Soarlon, Acting 0irector <br />Parks, Recreation and Forestry 1 <br />DATE: October 9, 1986 <br />RE: Groveland Park Tennis Courts <br />The Mounds View Parks and Recreation Commission has been In the process of <br />reviewing and updating the Parks and Open Space Capital Improvement Plan In <br />great depth during the past sir months. As part of that review process, they <br />have reaffirmed that the number one priority for park development Is the <br />rojec <br />as aafirstPark <br />prioritytennis <br />forcourts. <br />paststwoyou <br />years Haware, <br />anddulelt pstafftshas <br />ranked <br />successful <br />application of two LAWCON Grants, we have been unable to fund this project. <br />At the July 24. 1986 Park Commission meeting, the Comnlsslon adopted a policy <br />recommending that two-thirds of all future park dedication funds be set aside <br />In a park fund; with an eventual goal being to raise one-half million dollars. <br />The City would then expend the interest each year from the Park Fund on <br />development projects. <br />Staff contracted with Twin City Testing In June, 1984 to develop a soil <br />analysis at Groveland Park, and It was their recommendation that the soils <br />were weak, compressible, and highly frost -susceptible. They further <br />recommended that all of the soil should be removed from the area that the <br />tennis courts will be placed, as well as a minimum of five feet beyong the <br />edge, of the tennis courts. <br />We would then backf111 the area with compacted granular fill, having less than <br />50 percent passing a #40 sieve, and less than 5 percent passing a #200 sieve. <br />The reason we feel this Is a priority project Is that by doing the soil <br />�l corrections In the fall of 1986, it would allow them to settle over the <br />winter. <br />Three quotes were given for sell corrections: <br />I.
