SPECIAL COUNCIL MEETING ' - r� <br />OCTOBER 20, 1986 �i I' <br />PACE THREE. 6..�'Vd <br />--------------------------------------------------------w-w <br />Dave Kraft, 5300 Quincy indicated he felt <br />there should be more accesses to 35W and <br />Trunk Highway 10. <br />Wally Johnson, representing his mother who <br />resides at 2287 County Road H-2 indicated that <br />the developer should make greater use of road <br />designs to direct traffic_ from H-2 or discourage <br />it completely. <br />Laurie Shoop, 2186 Lambert indicated that she <br />felt traffic problems had just begun along <br />Quincy Street. <br />Kay Radlinger, 2199 H-2 voiced opposition to <br />access from the development to Quincy and H-2. <br />Leroy Cherin, 5483 Quincy voiced concerns <br />regarding possible truck traffic along <br />Quincy Street. <br />Councilmember Haake offered a compromise for <br />consideration by the City Council redesigning the <br />site and prohibiting access onto Quincy and County <br />Road H-2. <br />Susan Mitchell, 5493 Quincy voiced concerns regarding <br />truck traffic and numbers of vehicle trips. <br />Tim Nelson responded to concerns of residents and <br />Indicated that the developer is not interested in <br />a development with ring roads and would withdraw their <br />proposal should no access be allowed onto H-2. <br />Councilmember Haake pointed out that the developer <br />has *also requested tax increment financing. The <br />lack of a ring road allows maximum use of the site <br />and wants the developer to consider some of alter- <br />natives proposed in discussions during the evening. <br />Clerk -Administrator Pauley explained the theory of <br />tax increment financing. Councilmember Haake <br />indicated that if this developer didn't develop then <br />another would. Councilmember Quick and Councilmember <br />Blanchard to approve Resolution No. 2109. Council - <br />member Haake to amend motion to call for one access <br />on Program and one on Jackson with fire barriers at <br />the locations. Motion failed for lack of a second. <br />The vote was 3 to 2 with Councilmembers Quick, Blanchard <br />and Linke voting "aye". Councilmembers Haake an.', Hankner <br />!voting "nay". Councilmember Blanchard emphasized this <br />
