1986 LONG-TERM FINANCIAL PLAN <br />Page Fourteen /^ <br />.M1 <br />Animal Control/Nuisance Abatement <br />The Community Service officer and Officers of the <br />Department'. enforce the animal control and nuisance <br />ordinances. The Department impounds dogs and other <br />animals and interacts with residents to maintain the <br />health and safety of the community. <br />h. School Liason/Youth Counseling <br />The Department's Investigators and other Officers of Lhe <br />Department work Aosely with school officials, Probation <br />Officers, Human Services, and other agencies to aid in <br />the health, safety, and welfare of the community's youth. <br />i. Civil Defense <br />The Department coordinates and plans with other agencies <br />procedures used in the event of a major disaster or <br />hazardous materials incident. Rendering aid to the <br />injured, providing security, and coordinating support <br />groups is a responsibility and a duty that the Department <br />is prepared for. <br />The Police Department provides police services to the community <br />year around, twenty-Eour hours per day. At the present time, the <br />Department employs a Chief, Lieutenant, two Sergeants, two <br />Investigators and seven Patrolmen. The Department also employs a <br />Community Service Officer, one full-time Secretary and one <br />part-time Secretary. Support sevices are provided by the Ramsey <br />County Sheriff's Department, he Bureau of Criminal Apprehension <br />and other agencies. <br />Increases in total Department vacation days accrued and officers <br />having to testify in court more frequently has strained manpower <br />availability in recent years. Total vacation time has increased <br />because many officers have more than ten years with the City and <br />most have been employed with the City for more than five years. <br />City Code and Union contracts increase vacation time at the five <br />and ten year mark. Recent legislation has increased penalties on <br />some misdemeanor crimes, hence more people have requested court' <br />hearings and jury trials. Officers have to testify at these <br />trials and they receive compensation in the form of overtime pay <br />or compensatory time off. <br />To help supplement manpower shortages the Department is proposing <br />the hiring of licensed police officers on a part-time basis <br />beginning in 1987. These officers are licensed by the State of <br />Minnesota and are fully qualified to perform the duties of a <br />police officer. The Department anticipates that these officers <br />will work approximately 400 hours during 1987. <br />
