CSCL-9 Government Training Service Funding (B) <br />The <br />league supports continued state financial funding <br />for the Government <br />Training <br />Service. <br />The <br />Government Training <br />Service (GTS) has been invaluable <br />in maximizing <br />training <br />opportunities while <br />minimizing training costs for <br />local government <br />officials and staff over the <br />past ten years. Both the need <br />and the demand for <br />services <br />are greater than ever during these times of tight <br />budgets. <br />GTS continues to respond on behalf of all local jurisdictions in Minnesota <br />by developing innovative, low-cost alternatives and exploring cost-effective <br />delivery systems. The Legislature should continue state financial support for <br />GTS. <br />GSGL-10. Charitable Gambling Enforcement Fees (B) <br />Since the establishment of the State Charitable Gambling Control Board and <br />liberalization of the charitable gambling permitted within various <br />establishments, there has been a significant increase in local enforcement needs <br />and costs, while the main source of funding these costs, the local license fet., <br />has been precluded by state action from being used. The 1986 legislation <br />authorizing an investigation tee does not raise sufficient revenues to <br />compensate cities for costs of enforcement. <br />GSGL-11. Joint Powers Act (B) <br />In conducting a review of the current act the League urges the Governor's <br />Advisory Council on State -Local Relations or the Legislature to consider the <br />policy behind establishing, such boards and the need to encourage cooperation <br />between governmental units. The main goal of the study should be to encourage <br />the use and establishment of joint power boards. <br />-21- <br />
