11 <br />GSGL-14. Absentee Balloting (11) <br />The League supports the use of punch card voting devices for absentee <br />balloting in henith care facilities and mailed absentee ballots. <br />Currently, the law allows the use of punch card devices for absentee <br />balloting when a voter applies in person to the city clerk or county auditor for <br />an absentee ballot. The League reconnnends that the law be expanded to include <br />use of punch card devices for all absentee balloting, including mailed ballots <br />and absentee balloting in health care faeilltics. <br />School districts ballots are not available the 30 days in advance as <br />required by law due to their filing dates. Filing dates should be changed in <br />order to comply with the Minnesota election law. <br />GSGL-15. Precinct Boundary Changes (B) <br />a <br />Current law requires counties to redistrict county commissioner districts <br />within 180 days after receiving final census figures. Cities are not permitted <br />to change precinct boundaries during a five ]cur period ending January 1 in a <br />year ending in two. Therefore, counties following city ward and precinct lines <br />use old boundaries, which in many cases will need to be changed before the 199 <br />elections. <br />-23- <br />■ <br />
