LUEET-1. Wastewater Treatment (cont'd) (A) <br />The league supports a full review by the legislature of proposed water <br />quality permit fees and opposes the imposition of these fees on local units of <br />government to the extent that they only serve as an alternative means for the <br />state to raise revenue. If fees are determined to be properly imposed on <br />governmental units, the fees should be based solely on the cost of actually <br />providing governmental services to the political subdivision and private sector <br />alternatives should be made available to ensure minimal costs to local <br />taxpayers. The League, however, does not oppose financing mechanisms which aeek <br />to equalize past grants with present or future grant programs. <br />It is inequitable and the League opposes efforts by either the state or <br />federal governments to institute enforcement actions or impose increased fees or <br />charges against communities for failure to meet effluent standards while at the <br />some time assigning these communities a low priority on the needs list for state <br />and federal funding. <br />-31- <br />
