III. WORK PROGRAM <br />A. CONDUCT SERIES OF PLANNING SEMINARS OR MEETINGS <br />At the outset of the planning program, it Is recommended <br />that a series of three planning and development seminars be <br />held with the Planning Commission, City Council and staff to <br />discuss various issues related to planning and development <br />In the city. The reason for these seminars, which would be <br />held In the evenings, is to obtain a better understanding <br />and, possibly, agreement of what the current problems area, <br />and to determine future direction for the city. <br />ileetJ,Dg__a: Discuss major development issues and opportun- <br />Ities In the city and determine alternative future planning <br />and development scenarios for city. <br />rieeting_J2,t Discuss roles of City Council, Planning Commis- <br />sion and staff in planning and development for the city. <br />Mcexln9JI: Discuss major methods and approaches for imple- <br />menting plane and programs Including zoning, subdivision <br />regulations, economic development tools, environmental pro- <br />tection approaches, etc. <br />D. COMPREHENSIVE PLAN <br />As was indicated previously, some of the background Informa- <br />tion Is already available in various reports. Appendix A <br />Indicates the general outline of a recommended Comprehensive <br />Plan. The following are some major tasks required to update <br />and revise the Comprehensive Plan. <br />1. Update, revise and consolidate background information <br />Including maps. This Includes land use, population, <br />housing, atc. <br />2. Analyze growth trends and projections for city. <br />3. Analyze major growth, development'and redevelopment <br />issues facing city. <br />4. Analyze and revise goals and policies for the city in <br />relation to future development and redevelopment. <br />5. Update and revise Comprehensive Plan <br />a. Development Concept <br />b. Land Use Plan <br />C. Public Facilities Plan <br />d. Dousing Plan <br />e. Parks and Open .Space Plan <br />
