Ste veThatcher <br />J <br />Community Development Director <br />City of Mounds View <br />- <br />2101 Hfahwoy 10 North <br />HoundsYiew,MN 55112 <br />SUDJECT: Comments regarding Seeping <br />EAW (a AN Development in Mounds View <br />Dear Mr. Thatcher: <br />The AN Development as propsed In the scopina EAW unnecessarily Introduces adverse <br />environmental Impacts (olr pollution, dust, noise and odars) Into the existing residentlal area to <br />the Immediate North of thedoveinpmenl This Is primarily 8 result of the proposed development <br />being Inconsistent with the City of Mounds Vlew's Comprehensive Plan. <br />The proposod developmA Is Inconsistent with the Comprehensive Plan In these Important <br />respects: <br />I ) The Comprehensive Plan speciffcaliy recommends that a ring road be eslabllshed <br />In the area proposed for development (rel: pages 71 & 72, page 96 & map page 97, <br />& Pv 101). <br />s) No clop road Is provided In the proposed development. Instead the development <br />proposes four (4) separate access points to County Road H-2 for circulation. <br />2) Under the Comprehensive Plan's industrial Nis and Policies, Goal 2: Policy f, It <br />specifically states that "Industrial uses shall be located within easy access of major <br />sweats or arlerlals in order that Industrial- oriented traffic penetrate local streets <br />r little as possible". Furthermore, on page 72 or tho Comprehensive plan, It <br />pecifleally stales "axess to Industrial uses shell not penetrate the residential <br />area", and on page 92, It stales that an accessive number of access points to abutting <br />land shall be avoided. <br />a) The proposed development penetrates the local residential street County <br />Road H-2 at four (4) different points contrary to the Comprehensive Plan. <br />b) Furthermore, one of the above access points for the major North -South <br />street through the development lies directly Into Oulncy Street, In effect <br />making Ouincy Street the North -South collector street for lho development. <br />a) Pooe I of the Devoloper's Traffic Study stales that "Two,y{dllinnal across <br />points to Individual buildings from County Road 11-2 are proposed west of <br />iulnry Sveet."; In other words, two of the access points from County Rand H-2 <br />are for specific Individual Induslrlal but Idings contrary to the Intent Of the <br />Comprehensive P Ion. <br />3) The Comprehensive Plan (ref. pone 92) notes: "Local or residential streets shall <br />be dosigned so or to prevent penetration by through traffic." <br />a) The JLN Development proposes that 25% of the lelal prej0m. traffic volume to and <br />from lho development site be along labl residenllai slrcels County Rost H-2 and <br />Ouincy Wee' <br />
