�i MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: NOVEMBER 3, 1986 <br />SUBJECT: STAFF TRAINING <br />As you may recall, the Council authorized $2,500 for general <br />staff training along with the individual departmental <br />training requests which were included under my Adminis- <br />tration budget. <br />It is my desire that the training for 1987 which I intend to <br />be more intensive and specific as to the needs of individual <br />staff members or groups of staff members and start off with <br />a program designed for all employees. During the last few <br />years frequent situations have arisen where communica- <br />tions between members of the City staff and members of the <br />public have placed the City in unacceptable positions. It <br />is my desire that the first training session for 1987 be a <br />training session for all City employees dealing with this <br />specific issue. Attached for your information is a copy of <br />an outline for Kathryn Barrington's "Dealing with the <br />Public" Workshop. This workshop which would be available <br />during an eight hour session for all City employees would <br />cost between $800 and $850 plus travel expenses. As <br />Ms. Barrington is located in the Twin City Area said travel <br />expenses should be minimal. <br />Unless Council voices strenuous objections with respect to <br />this intention it is my desire to schedule this training <br />session to occur early in January of 1987. A portion of the <br />cost for this session would be charged to the Police <br />Department Budget which receives training monies from a <br />special state fund. It is also my proposal, that except for <br />the Police Department, the City offices be closed for the <br />entire day In order that all staff members may attend this <br />meeting and that box lunches be purchased for all employees <br />attending the session in order that an ample amount of time <br />may be made available during the day for this session. <br />I have previously attended sessions conducted by Ms. <br />Barrington and have found them to be extremely helpful, <br />particularly in this area. As stated before, unless Council <br />has any objections with respect to this proposal placed <br />before you I will go forward with scheduling this session. <br />DFP/mjs <br />Attachment' <br />
