Mounds View City Council <br />November 10, 1986• <br />Six <br />Regular Meeting <br />--------------------------------------------------- ------- <br />Page <br />- ----- <br />Attorney Meyers asked the Council to consider declaring <br />�. <br />the emergency of July 8, 1986 over, and repealing <br />emergency ordinances 1, 2 and 3. <br />Motion/Second: Hankner/Blanchard to declare the <br />emergency relative to the Williams Pipeline explosion <br />over and repeal Emergency Ordinances 1, 2 and 3. <br />Motion Carried <br />5 ayes 0 nays <br />Mayor Linke asked if repealing the ordinances would <br />have any affect on whether gas will begin running <br />through the pipelines again. <br />Attorney Meyers replied that those issues are <br />encompassed in the City's lawsuit, and will not be <br />affected by the repeal of the ordinances. <br />Attorney Meyers reported a hearing is scheduled for <br />9 AM on November 13 in Federal Court, to discuss <br />the safety of the pipeline, and if the Court does <br />allow operation of the line, it would be regulated <br />to not exceed 900 lbs, of pressure. Attorney <br />Meyers reviewed the City's position on the closure <br />of the line and why it is asking for replacement <br />rather than repair of the line. <br />Attorney Meyers reported he has done a preliminary <br />review of the development agreement for JLN,,Develop- <br />ment. <br />Councilmember Quick welcomed Jerry Skelly and his 16. Reports of <br />cable crew to Mounds View, with their first live Councilmembers: <br />broadcast of the Mounds View City Council. Councilmember <br />Quick <br />Councilmember Hankner reported the Governor's Councilmember <br />Pipeline Commission will be meeting next Thursday, Hankner <br />November 20 to begin working on the legislative <br />recommendations. She added that suggestions are <br />still more than welcome. <br />Councilmember Haake had no report. Councilmember <br />Haake <br />Councilmember Blanchard had no report. Councilmember <br />Blanchard <br />Mayor Linke read a proclamation, declaring the Mayor Linke <br />month of November to be epilepsy month in the <br />City of Mounds View. <br />Mayor Linke reported he had spoken to the Ramsey <br />County Library Trustees on November 6, regarding <br />the proposal for a library within Ramsey County. <br />
