MEMO TO: MAYOR AND CITY COUNCIL FROM: CLERK-ADMINISTRATO v W DATE: DECEMBER 9, 1986 SUBJECT: GOAL SETTING I have discussed with some of you recently my desires with respect to a goal setting session for the City Council in 1987. obviously, the efforts we have undertaken in the past have fallen far short of what our desires and hopes were. I feel this is attributable to a great extent to the manner in which these sessions have been conducted, i.e. in-house using myself as a facilitator. I have received a proposal from the Government Training Service indicating that they would conduct a one and one-half day goal the attached documentation tthat eam bwould ninvo193amembers m as tofned in the City Council and the Department Head Team at a cost of $2,500 I' plus $4.00 per person for handout materials and instructor travel expenses. The session will be conducted by Barbara Arney, who has conducted the sessions for Shoreview and New Brighton and a support member whom she would select should we contract with GTS for this service. Attached is a copy of documents I have obtained from the City of New Brighton program. These documents are being provided to give you a feeling for how the one and one-half day session would run with the kick-off being a team building session for the City Council only. The actual process would begin with one-half hour telephone interviews of each member of the City Council and Department Head i. Team prior to designing the sessions. Approximately six months after the workshop has occurred Barb is recommending that a one-half day follow-up session be conducted in order to keep all parties on the path established by the initial workshop. Discussions with Barb have indicated that her earliest available Friday and Saturday for a session of this nature would be February 1: and 14th, 1987. In hopeful anticipation of Council approval of this program, I have requested that she keep that weekend open until I have advised her of the decision of the City Council with respect to this matter. I recognize that money is not specifically budgeted in 1987 for this item, however, I would strongly recommend that a session of this nature is both needed by the City and would be greatly helpful in developing the team work needed to get the City moving in the direction desired by the City Council.
