4 <br />Although this is an extensive list of success it does not include everything <br />® that has been accomplished. Indeed, it was noted that the quality of services. <br />provided on a daily basis may be New Brighton's greatest accomplishment. <br />Nevertheless, the analysis of these successes reveals that New Brighton meets <br />many of the standards of an excellent local government. <br />, <br />Mission: Council Clarification of Priorities and Strategic Issues <br />The City Council met in a three hour session to generate strategic issues and <br />priorities for the next 3-5 years. The task was to identify issues which, <br />if not dealt with, would have significant negative consequences on the city <br />in the future, In addition to haming the issues, the council also identified <br />strategies and action steps which need to be taken. <br />Economic Development <br />The council wants to continue its proactive approach in attracting clean, <br />high technology businesses to the area. Action Plans include: <br />1. Develop a comprehensive plan which specifically addresses Highway 8 <br />Corridor, Downtown and pole yard. The council can then set policy <br />on redevelopment. It was felt that a color coded concept map <br />would be useful, <br />2. Partnership with multi -municipalities to create a "port authority" <br />' type of arrangement, to establish a financial pool and marketing <br />tools. <br />3. Community support needs to be activated by educating the public <br />about long range thinking following ground -breaking on the next <br />project. <br />4. The council encouraged the use of 'ng consultants for well defined, <br />focused projects, and, utilizing to orce with Planning Commission <br />and Star Cities. <br />5. Regarding housing, the staff needs •emographic information to show <br />increased need for low income housing. Council needs to communicate <br />with school district and determine approach such as being more proactive <br />in encouraging a younger population (Richfield) and encouraging <br />apartment to condominium changeover. <br />Finance <br />1. Develop a long range financial/capital plan. <br />2. Study the financial impact of comparable worth. <br />3. Council needs to develop financial policy for long-term investments. <br />1 4. Develop monthly budget with computer. <br />
