Minetor, City Enginee <br />Date :July 28, 1988 <br />Subject :Annual Patching and Overlay Contract <br />The patching and overlay contract for this year is proposed to <br />include an extension of the police parking area and additional <br />parking areas at the shop and well )2, as well as the normal <br />patching and suifz.;ing work. The extension to the police parking <br />area is being proposed for improved turning radius into the <br />police garage and to impfove maneuverability in general. The <br />parking area additions at the shop and well 12 are to complete <br />the work proposed with the remodeling of the shops. The patching <br />and surfacing will emphasize patching with surfacing only for the <br />worst areas. <br />The basis for this strategy on patching and surfacing is to allow <br />time to develop the pavement management program. we have <br />completed the visual inventory, but it will take some time to <br />complete the alternative treatments and develop a comprehensive <br />long term program. The patching rust be completed regardless of <br />the surfacing treatment to lie used. There are some areas <br />obviously in need of an overlay, but the majority of the streets <br />may be candidates for other treatments. Chip seals, slurry seals, <br />milling, heater/scari£ving, crack sealing, and thin overlays are <br />some of the alternatives we will be considering in the long term <br />program. The alternative strategies and recommendations will be <br />implemented beginning with the 1989 program. <br />I am requestirg the council approve the following schedule for <br />this project: <br />Advertisement for Bids August 4, 1988 <br />Opening of Bids August 18, 1988 <br />Award of Did August 22, 1988 <br />This schedule should allow for all work to be completed by the <br />end of September or earlier. <br />
