LOBBYIST RESOLUTION <br />WHEREAS, various individuals representing Cable TV North <br />Central have approached and will in the future approach members, <br />of the North Suburban Cable Commission and repressntatives of <br />its Member Cities to communicate with them regarding various <br />aspects of the Company's request to transfer the local programming, <br />function from the Company; <br />WHEREAS, the Commission's and its Member Cities' decision <br />on the transfer of the community programming function will be <br />enhanced by its receipt of information from all coerces interested <br />in community local programming; <br />WHEREAS, the Commission believes it important that its <br />members are fully aware of tte source of information received <br />so that they may evaluate the expertise and motives of the individuals <br />►tith whom they are communicating; <br />WHEREAS, the Commission believes that aside from discussions <br />initiated by individual members and staff for the purpose of <br />answering individual questions, all communication worthy of <br />consideration by one individual Commission mamber is worthy <br />of communication to all members at a regularly scheduled meeting <br />of the Commission; <br />WHEREAS, in tits democratic free exchange of ideas, a repre- <br />sentativc of Cable TV North Central beat serves the perspective <br />he or she represents by the open expression of that perspective <br />before the Gntire Coi-inieeiOn so that all members have the opportunity <br />to subject that represented perspective to public scrutiny and <br />questions; <br />NOW, THEREFORE, BE IT RESOLVED by the North Suburban Cable <br />Commission thatt <br />1. rAhe Cotrmission hereby re-establishes the Permanent <br />Lobbyist Registration List compiled by the SscL•etary of the <br />Commission, and made a parmanent addendum to the minutes of <br />the Commission. The Commission requires that any individual, <br />association, cable company or the like who supplies or intends <br />to supply information to the Commission or its Member City Co•tncils, <br />any part thereof, or any City or Cmmtssion staff <br />r..mmemberthega.:ding <br />the transfer of the community programming from <br />Cable Company shall be registered on the Permanent Lobbyist <br />Registration List. <br />y, To !acilitate compliance with this resolution, it <br />is the intention of the Commissior. to presume that an individual <br />communicating information to individual Commission or City Council <br />
