il'�MEMO TO: MAYOR AND CITY COUNCIL n FROM: CLERK -ADMINISTRATOR r DATE: AUGUST 18, 1988 SUBJECT: CABLE TV LOCAL ACCESS PROGRAMMING As you may recall, Cable TV North Central has proposed to the North Suburban Cable assume eCommission that the Commission Cable TVSystembty criCablerTV Northlocalecess Centralowillmimpleon mentea substantial rate increase to continue to fund the local access program and operations required by the Cable TV franchise. In response to this proposal the Commission conducted a study of local access programming which was approved and adopted at their August 4, 1988 Regular Meeting. Enclosed are copies of the Executive Summary and the full report which proposes that local access programming be managed by a non-profit corporation, namely the North Suburbs Access Corporation, an existing corporation which currently performs functions of the Commission on matters related to local access programming. The Commission has requested that the cities review this document and, if in agreement with the recommendations, adopt a resolution inpthetfulling treportheir 1ascAppendix B. resolution is included Due to the fact that there will be a Lhree week time span between your August 22 meeting and your next regular meeting and the Cable Commission is in the throws of negotiations with Cable TV North Central, I am requesting your direction on this matter. As outlined in the cover letter from Cable Administrator Bcotsie Anderson, the Council may avail them- selves of the opportunity to meet with representatives of the Commission and discuss the report which could occur on Your September 6, 1988 Agenda Session dnd/or adopt the form resolution once it is put into a format standard for the City of Mounds View.
