t -4 <br />1] <br />8/4/88 <br />3 <br />5. resources necessary to support a successful community <br />access operation. <br />In i.,iat process, the Commission members also received information <br />variousfrom sources their those involved <br />various accessmanagementsituations, Cable TV North Central <br />access staff, access users, and non -users on the following: <br />1. resource needs for supporting community access, <br />2. community access management structure options, and <br />3, options for handling administrative and personnel <br />tasks, and for owning an9 maintaining equipment and facilities. <br />IV. 0 vTd iRY OF CUNCLUSIONS AND RECOMMENDATIONS <br />As d result of their study of community access, the North Suburban <br />Cable Commission members --ave come to a number of conclusions <br />regarding the structure and activities that will best serve the <br />North Suburban area's current and potential users and viewers. <br />Following is a summary of the conclusions ane recommendations <br />of this report: <br />1. that community access can serve the communications needs <br />of the variety of community organizations, institutions and <br />individuals that are part of the member cities served by the cable <br />communications company; <br />2. that community access can enrich the cable <br />subscribers/viewers by providing information about community events <br />and resources and by providing an awareness of the scope and <br />dynamics of activity within the ten -city area; <br />3. that common standards and expectations of a community <br />access operation as established in Section VI of this report should <br />be undorstooe by all parties involved in community access; <br />4. that a community access operation, should be planned and <br />evaluated through the use of the various performance indicators <br />outlined in Section V*I of this report ("Measuring Corporation <br />Performance") so that its degree of success can be easily assessed <br />by all parties; <br />5. that a successful community access operation should <br />result in an increase over time of a) original programs produced <br />I <br />ocally, b) the involvement of community organizations, <br />individuals, and institutions, and c) of viewership of the <br />community access channels; <br />6. that formal guidelines be established periodically which <br />provide direction to the entity managing community access by <br />allocating resources to various types of users which,includo but <br />are not limited to community organizations, individuals, sc:iool <br />districts, non-pltb'ic schools, higher education institutions, <br />
